Eligibility Criteria and Language Proficiency Requirements

The Minister of Immigration, Francization, and Integration recently conducted the eighth draw of the Quebec Regular Skilled Worker Program (RSWP) on June 22, 2023. This draw saw the invitation of 1,006 candidates who met specific eligibility criteria, including a minimum score of 626 points and a level 7 oral proficiency in French.

The Quebec Regular Skilled Worker Program is designed to attract skilled individuals who can contribute to the province’s economic development and meet its labor market needs. To be eligible for this draw, candidates were required to achieve a score of 626 points or higher based on various selection factors, such as education, work experience, age, language proficiency, and more.

Language proficiency plays a crucial role in the RSWP, as Quebec places significant emphasis on French language skills. In this draw, candidates were specifically required to have a level 7 oral proficiency in French. This requirement highlights the importance of linguistic integration and the ability to communicate effectively in the French language, which is essential for successful settlement and integration into Quebec society.

Furthermore, to be considered for an invitation, candidates were also required to have a valid job offer outside the territory of the Communauté métropolitaine de Montréal. This condition aims to promote economic development and regional distribution of skilled workers across Quebec, beyond the metropolitan area of Montreal.

With the introduction of stricter language proficiency requirements, only candidates with a level 7 oral proficiency in French can now be invited to submit an application for permanent selection. This change underscores Quebec’s commitment to prioritizing candidates who possess strong French language skills, as it enables them to better integrate into the province’s cultural, social, and professional environments.

The Quebec Regular Skilled Worker Program continues to attract skilled individuals who meet the province’s specific labor market needs and contribute to its economic growth. By implementing targeted selection criteria, such as language proficiency and job offers outside of Montreal, Quebec aims to ensure a skilled and diversified workforce that supports the province’s development and integration objectives.
